Abstract
These Regulations, comprising 11 articles, establish that, in case of incidents, licensees must report them immediately to civil defense, and within two hours to key internal and regulatory personnel, providing detailed information on the incident's time, location, circumstances, immediate actions, affected areas, and any health and safety measures. This must be followed by initial and final reports to the Authority for Public Services Regulation detailing the incident's full context, causes, and future prevention recommendations. Licensees are also obligated to secure incident sites, identify and address root causes to prevent recurrence, preserve all relevant equipment and information for official investigations, comply with all Authority directives for health and safety, and maintain a detailed incident log for at least three years. Article 11 provides for fines in te event of a violation.
