Royal Decree No. 2024/45 issuing the Law Regulating Trade in Wildlife.

This Law comprising 24 articles applies to wildlife and endangered wildlife, excluding specimens of endangered wildlife regulated by the Convention, as follows (i) specimens and quantities permitted for transport by persons, as specified by the Convention; (ii) non-commercial loans, donations, or exchanges between scientific institutions in the Sultanate of Oman; (iii) specimens in transit, unloading, and reshipping. Article 3 establishes a Scientific Committee, which shall regulate and monitor domestic and international trade in coordination with the Environment Authority. The Authority may issue a license for international trade with a country not a party to the Agreement, provided that documents issued by that country are equivalent to the licensing requirements stipulated in the Regulations. The import, export, re-export, or entry by sea of samples must be through land, sea, or air ports specified by the Authority. Smuggling samples of endangered wildlife listed in the Appendices of the Convention shall be punished with imprisonment and with fines as provided in Articles 14-20. Per Article 24, seized samples and tools shall be deposited in the Authority's warehouses or warehouses managed by the competent authorities or specialized local or regional centers.
The Law explicitly prohibits (i) the trading of illegally obtained specimens; (ii) the import and trading of invasive alien species unless for scientific purposes after obtaining the Authority's approval; (iii) international trade in samples without a license.
