Abstract
This Royal Decree is composed of 4 articles and an attached Mining Law. Article 1 states that this Mining law shall be in force. The Minister of Commerce and Industry shall issue regulations and Decisions necessary to implement the provisions of this law. Until these are issued, the current Regulations and Decisions continue to be effective so long as they do not contravene the provisions of this law (art. 2).
The attached Law is divided into seven Chapters: (1) Definitions (art. 1); (2) General Provisions (arts. 2-7); (3) Rights and obligations of owners of concessions or mining licences (arts. 8-11); (4) Environmental management, protection of water resources and the use of explosives (arts. 12-13); (5) Financial provisions (arts. 14-18); (6) Inspections and explorations (arts. 19-20); (7) Violations (art. 21).

This Royal Decree enters into force on 3 May 2003.
Notes
All provisions associated with mining in the Law of Petroleum and Minerals of Royal Decree No. 42 of 1974 are repealed.
