Abstract
This Royal Decree is composed of 5 articles and an attached Law which is itself composed of 50 articles. Article 1 of the Royal Decree requires that that the provisions of the attached law (Law of National Heritage Protection) be entered in force. It is to be implemented by the Minister of National Heritage and Culture (art. 2).
Article 1 of the attached Law defines what is meant by the term “National Heritage”. Article 2 defines other terms, such us what is meant by the word “monument”. Under article 3, a nation-wide overall inventory is to be conducted and regularly updated. Article 4 offers protection of monuments and imposes a fine for those who contravene the terms of this article. Articles 5 and 6 discuss the procedure for notification of monuments. Articles 5-14 deal with the registration of monuments. Articles 15-19 focus on the protection, preservation and restoration of registered monuments. Articles 20-26 deal with archaeological excavations. Articles 27-30 discuss the preservation and protection of mobile cultural property, whilst articles 31-36 deal with their registration, and articles 37-41 refer to their purchase and sale. Articles 42-50 focus on the preservation of structural blocks.
