Abstract
This Royal Decree is composed of 4 articles, an attached Law and two Appendices. Article 1 states that the provisions of the appended Law known as the Law on Nature Reserves and Wildlife Conservation shall have effect. Article 2 states that the Minister of Regional Municipalities, Environment and Water Resources shall issue the regulations and decisions necessary to implement the provisions of this Law. Until then the current regulations and decisions shall remain applicable in such a manner so long as they don’t contradict the provisions of this Law.
Articles 2-9 of the attached Law deal with general provisions. The execution of any projects related to the exploration of minerals, natural or water resources or construction of establishments or development activities within a nature reserve or taking any action in respect of usufruct right is not permitted unless approved by the Minister (art. 4). Also the Environmental Assessment of any public or private development project shall include all data concerning measures that are to be followed to avoid damage to reserves and wildlife, prior to obtaining approval for the project (art. 5). Articles 10-14 refer to the establishment and management of nature reserves and wildlife conservation. Articles 15-18 focus on violations. Appendices 1 and 2 provide lists of protected species. Violations are greater for species in Appendix 1 than Appendix 2.
