Royal Decree No.92/2020 amending the name of the Ministry of Agriculture and Fisheries to the Ministry of Agriculture, Fisheries and Water Resources, defining its functions and approving its organizational structure.

This Decree consisting of 7 articles and 2 Annexes aims at modifying the name of the Ministry of Agriculture and Fisheries and expanding its mandate to cover water resources. Its functions are defined in Annex 1, main of them are (i) establish the policies, plans and programs for the development and exploitation of agricultural, animal and water resources, food security, and submit them to the Council of Ministers for approval; (ii) prepare laws and regulations, decrees and resolutions relating to the management of resources within its competence; (iii) in coordination with the competent ministries, it deals with regulating investments in the related sectors; (iv) carry out research and sector studies; (v) prepare guidance and refresher programs for farmers, breeders and fishermen; (vi) develop smart water management for irrigation, its sustainable use, agricultural development, and combat desertification; (vii) increase disease prevention in animal resources and protect them from mismanagement; (viii) protect living water resources from misuse by defining the methods and means whose use is permitted for fishing; (ix) develop aquaculture and facilitate its sustainability; (x) increase the safety and quality of agricultural, animal and fish products; (xi) manage the administration and marketing of agricultural, animal and fish products; (xii) create and improve the management of marine fishing ports; (xiii) improve the scope of food security, from a legislative, organizational point of view, together with cooperation with the private sector and NGOs and the management of food stocks.
Article 3 states that the following shall come under the purview of the Ministry of Agriculture, Fisheries and Water Resources: all allocations, origins, rights, obligations and assets of the Public Authority for Stores and Food Reserve, divisions of water resources and the Food Safety and Quality Centre at the Ministry of Regional Municipalities and Water Resources. Article 6 cancels the Public Authority for Stores and Food Reserve. The organisational structure of the Ministry of Agriculture, Fisheries, and Water Resources is showed in Annex 2.
