Abstract
The Second Nationally Determined Contribution (NDC) is rooted in the Oman Vision 2040 and the National Energy Strategy to support a gradual transition to a low carbon economy and an energy matrix significantly lower in carbon emissions. This goal will be achieved by slowing GHG emission growth and reduce them by 7% in 2030 (4% based on national efforts, and the remaining 3% would necessitate grants and other forms of concessional financing and assistance). The process will also benefit from the co-benefits such as reduction of air pollutants', creation of jobs, and the transition to a climate-resilient economy and society. The Sultanate adopted a strategic alignment between their NDC adaptation goals with the National Adaptation Plan (NAP) process to foster the resilient climate development's coherence and efficiency. Furthermore, according to the 2040 Vision, the strategic economic direction is toward a diverse and sustainable economy anchored on technology, knowledge, and innovation that operates within integrated frameworks, ensures competitiveness, embraces industrial revolutions, and achieves fiscal sustainability.
