Sultanate of Oman National Health Policy 2025.

The National Health Policy provides a comprehensive strategic framework designed to strengthen the health system, improve the efficiency of healthcare services, and promote the principle of “Health for All, by All.” This is achieved through the adoption of innovative and sustainable national approaches, including initiatives such as One Health approach. The Policy serves as a roadmap toward a healthier and more sustainable future, acting as a key reference for decision-makers in building an integrated, equitable, and sustainable health system capable of meeting the needs of all residents. Its priorities include ensuring universal access to high-quality, sustainable healthcare and encouraging informed participation from communities and various sectors. It also emphasizes the development of advanced healthcare infrastructure supported by modern technologies, as well as robust information and research systems, alongside sustainable human and financial resources. Within a strong governance framework, the policy aims to create a supportive and motivating work environment for healthcare professionals, while promoting a broader environment that encourages healthy lifestyles. Furthermore, the Policy focuses on establishing a comprehensive national system for effectively managing public health emergencies through preparedness, response, and containment measures. Ultimately, it underscores that health is a shared responsibility, requiring coordinated efforts from all sectors of society, rather than being limited to the Ministry of Health alone.
The Strategic Objectives of Health, as outlined in Oman Vision 2040, are as follows (i) achieve a healthy society free from health risks and hazards, where health is regarded as a shared responsibility by all; (ii) establish a decentralized healthcare system that operates with quality, transparency, fairness, and accountability; (iii) develop qualified national talents and capabilities that lead scientific research and innovation in the healthcare sector; (iv) implement technology-driven medical systems and services, ensuring high-quality preventive and clinical healthcare at all levels; (v) secure diversified and sustainable funding sources for the healthcare system. Strategic actions to implement the National Health Policy are (i) develop and implement health-related legislation, regulations, and standards aligned with national and international best practices; (ii) establish health councils, national committees, and collaborative platforms to strengthen coordination among stakeholders; (iii) translate the national health policy into actionable programs, projects, and implementation plans; (iv) promote integrated, cross-sectoral planning to protect health, ensure quality, and sustain natural resources; (v) secure sustainable and diversified financing through private sector engagement and investment; (vi) strengthen human resources through a national health education strategy, capacity building, and workforce development; (vii) develop and monitor behavioral health strategies; (viii) enhance disease prevention, risk assessment, and control systems using advanced technologies; (ix) ensure preparedness and rapid response to health emergencies and disasters; (x) promote environmental health, including pollution control, ecosystem preservation, and safety measures; (xi) strengthen occupational health and safety standards across all sectors; (xii) adopt and safely apply advanced health technologies while ensuring ethical considerations; (xiii) raise public health awareness and encourage shared responsibility for health (“Health for All by All”); (xiv) implement the One Health approach to safeguard food, water, and agricultural resources; (xv) ensure safety and health standards in facilities, infrastructure, and waste management systems; (xvi) support research, data collection, and the development of comprehensive health databases; (xvii) ensure pharmaceutical security, promote local production, and regulate medicines effectively; (xviii) encourage the rational and safe use of medicines and chemicals; (xix) provide integrated healthcare services for priority population groups; (xx) establish robust monitoring, evaluation, and accountability systems to improve performance and outcomes.
