Abstract
This Tenth Five Year Development Plan is a nationwide multisectoral document that, based on the strategic directions of Oman Vision 2040, identifies the priority national goals, which will form the features of development during the next five years, and set practical programs to achieve them, and criteria through which results can be monitored and evaluated.
The Plan was guided by assessment of earlier achievements, the strategies, plans and researches that were developed by different State units. The “Oman Vision 2040” includes four main axes (1) people and society; (2) economy and development; (3) sustainable environment; (4) governance and institutional performance. In relation to these axes, the objectives of the 10th Five-Year Development Plan are (i) promoting and preserving sustainable human development by continuing efforts to develop the health system and the pharmaceutical industries sector, supporting the health initiative for all, developing the school and university education system to raise the competitiveness of education graduates in the local and global market, protecting social care programs and encouraging the governance of public service delivery; (ii) achieving balanced development for the governorates and enhancing the standard of living for citizens, by empowering the governorates to achieve optimal utilization of natural resources, which would contribute to achieving balanced regional development that leads to comprehensive and sustainable economic development, administrative transformation and centralization. The Plan also seeks to increase the per capita income of citizens by providing various economic and social programmes, and upgrading the services that are provided in various fields; (iii) expanding the base of economic diversification and developing mechanisms and programs for productive structures, supporting the sectors of agriculture, fisheries, fish farming, and agricultural and food processing to contribute to achieving food security. The Plan also focuses on the transport, storage, logistics and e-commerce sectors to promote joining the global value chains, production and supply, and heritage and cultural tourism to maximize the benefit from the great cultural, civilizational and human heritage of the Sultanate; (iv) developing the macroeconomic environment and achieving fiscal sustainability to reach a balance between measures to control and rationalize current public spending, on the one hand, and adopt expansionary fiscal policies disciplined in the development aspect, on the other hand. The Plan works to develop the necessary economic infrastructure to stimulate private investment, accelerate the implementation of major strategic projects and partnership projects between the public and private sectors, and attract more foreign direct investment; (v) stimulating economic activity in partnership with the private sector and supporting the role of small and medium enterprises to increase the contribution of the private sector in the economic sectors with local and global added value, while providing the appropriate environment for doing business and encouraging its contribution to innovation activities, artificial intelligence, specialized markets and venture capital, and focus on providing decent and productive job opportunities for Omani youth, especially in the field of entrepreneurship.
The pillars of the Plan include the following (i) legislative and administrative development; (ii) Addressing immediate challenges; (iii) continuing to improve the infrastructure and relying on modern technology; (iv) financial discipline and balance; (v) maintaining sustainable use of natural resources; (vi) benefit from lessons learned from the history of the Sultanate in the field of development planning. The sectors covered by this Plan are (i) manufacturing, including industries with hi-tech content, especially pharmaceutical, medical supplies, hospital supplies and health services sectors; (ii) agriculture and fisheries, this includes aqua farming, food, and fish processing industries that contribute to enhancing food security and attracting more investments within the blue economy; (iii) mining and mineral products; (iv) logistic activities, culture and logistic services, including transport, warehousing, logistic services, e-commerce and tourism with special focus on cultural and heritage tourism and creative industries to derive maximum benefit from the Sultanate’s rich culture and heritage, information technology, communication and innovation; (v) education, scientific research and innovation, encouraging the private sector to invest in the field of education, especially integrated and distance education, in addition to supporting applied scientific research operations that promote innovation in various fields; (vi) supportive and complementary sectors The plan also aims to create sectors that are supportive and complementary to the main sectors, that contribute to achieving sustainable development, raising the efficiency and effectiveness of the use of available resources, bringing about a reduction in production costs, and preserving the environment and natural resources, such as the green, blue and circular economy.
