Essential Services Act 2002 (No. 13 of 2002).

This Act empowers the Head of State to declare that in prescribed circumstances a period of emergency exists in relation to an essential services. essential services include water supply and sewerage and access to ports and harbours. The Act also sets out powers of Minister (not defined) during period of emergency and provides with respect to delegation of powers and functions by minister and compliance with directions, etc. of the minister.
