Abstract
Being an Act- (a) for the purposes of responding to a pandemic, pestilence, or a Public Health Emergency; and (b) to enable the delivery of a pandemic, pestilence or a National Response to a Public Health Emergency and for related purposes.

The Act consists of 65 sections, divided into 9 parts; Part 1, generally outlines the preliminary; Part 2, is divided into 2 divisions outlining the national and provincial coordination. The National Coordination establishes a structured National Control Centres where the Controller runs the day to day function of the Centre. The provisions also describes the power of the Controller and powers to delegate to the Deputy Controller or an authorized person. It further outlines the powers and the functions of the Deputy Controller. The establishment of the Technical Advisory Committee to provide technical and advice to the Controller on a declared period (s.13). Division 2, the Controller may establish the Provincial Control Centres, for the purposes of coordinating the delivery of the National Responses in the provinces with the support of the Provincial Advisory Committee; Part 3, on stakeholder engagement where the Controller may require governmental bodies, defence forces, international partners, private sectors and NGOs to provide support for the delivery of the National Response and to be accountable; Part 4, measures where specific provisions of the Public Health Act Cap 226 and the Quarantine Act Cap 234 will apply to the extent it is not inconsistent with the objectives of the pandemic Act; Part 5, outlines the enforcement measures; Part 6, offences and penalties; Part 7, the finances and procurement; Part 8, transitional and savings provisions; Part 9, miscellaneous provisions.
