Abstract
The National Strategy for Responsible Sustainable Development for Papua New Guinea (StaRS) 2nd Edition 2013 is aimed at redefining the development road map by prescribing a growth strategy that is built on the principles of green growth and sustainable development – a new growth strategy where greater economic growth is built on renewable resources rather than extractive activities with priority placed on preserving the environment and sustainability using it by adding economic value to it. This new perspective acknowledges that the medium term development challenges require reliance on the exploitation of primary resources to fund the investment needed for an inclusive and innovative green economic growth as well as in education, health and law and order sectors.
The PNG government uses the three-pillar model of sustainable development which includes: economic growth, social equity, and environmental sustainability. Therefore, the prescribed policy actions address simultaneously the need to make agriculture, forestry and fisheries more productive and sustainable, while at the same time reduce poverty and enable more inclusive and efficient agricultural and food systems.
To enable sustainable growth the policy introduces the Green Growth Framework with three dimensions. Dimension 1 – National Green Growth Plan to create enabling conditions which includes shift government expenditure, more effective enforcement, research and training, resource and land rights regimes, and facilitating the integration of sustainability and equity concerns.
Dimension 2- Green growth mainstreaming mechanisms focused on public environmental expenditure review, strategic environmental assessment, establishment of a Council for Sustainable Development and green accounting alternative development measures.
Dimension 3 – Green Growth Policy Instruments to tap spatial and resources system opportunities focused on enabling focused on certification of sustainable production and trade, subsidy reforms, payments for ecosystem services, environmental fiscal reforms, green energy investment frameworks and incentives, inclusive green social enterprises and community based organizations, sustainable public procurement, and green innovation.
Regarding governance, the monitoring and evaluation framework prescribed in Vision 2050, DSP 2030 and MTDPs will be adopted and used but re-scoped to accommodate monitoring and evaluation needs for the tracking and reporting of green growth modes of development. Social and Economic development indicators already established in the current Vision 2050 and the MTDPs will also need to be restated and readjusted to reflect the scenario presented by the growth model of the responsible sustainable development strategy. Consultation with the various sectors such as agriculture, fisheries, manufacturing, forestry etc, where green growth modalities of growth will be expected to take place, will take place to agree on the indicators that are appropriate for Papua New Guinea. The agreed indicators will be embedded in the MTDPs and used as guides in the framing of intervention programmes.
