Abstract
This Act provides for the establishment of a public corporation called the Waterboard and charges it with the duty of coordinating planning, design, construction, management of, and charging for, water supply and sewerage services throughout Papua New Guinea, except the National Capital District. The Act consists of 48 sections divided into 11 Parts.
One of the functions of the Waterboard is to advise the National Executive Council on all matters relating to water supply and sanitation. There shall be a Board of Directors and a Managing Director of the Waterboard. The Board may fix and set tariffs, rates, fees and charges to be made for goods and services supplied by the Waterboard. The Waterboard shall approve and license, and set licensing fees, for all water supply and sewerage systems not operated by the Waterboard. The Minister may declare sewerage districts and water supply districts for purposes of this Act. The Waterboard may operate and maintain: (a) sewerage systems in a sewerage district; and (b) water supply systems in a water supply district. The Board may make Rules and adopt standard codes.
