Rubber Industry Development Act 2022 (No. 49 of 2022).

This Act lays down provisions on the establishment, functions, powers, members and staff of the Rubber Industry Development Board; the obligation of the Board to comply with the policy of the Government in relation to rubber production, development of the rubber industry and growth and promotion of the export and sale of rubber products; appointment of Rubber Inspectors; marking of rubber for export; registration of rubber dealers and exporters; licensing for buying, processing, manufacturing or exporting rubber in any form; the establishment of an Appeal Committee; provision of advice, assistance and other development or extension services to promote the development and quality of farming, processing, management, marketing and export of rubber by smallholders and rural growers, and obligation of the Board to maintain services in remote rural areas; the establishment of the Rubber Industry Development Fund, Rubber Extension Fund, Rubber Stabilisation Fund and Rubber Research Fund; and offences and penalties.
The main objective of the Board is to operate successfully and develop, improve and promote the rubber industry to be: (i) profitable and efficient in its activities; and (ii) the promoter of rubber industry development in Papua New Guinea; and (iii) employment avenue for technical and policy expertise of rubber industry; and (iv) socially responsible by having regard to the interests of the community to which it operates or promotes smallholder estates. The Minister may, by notice in the National Gazette, declare a plant to be a rubber plant for the purposes of this Act.
