Abstract
This Circular provides regulations for import of agricultural and fishery products into Philippines with the aim of protecting human, animal or plant life and health and ensuring that the products are safe for consumers and to prevent introduction, establishment and spread of pests or diseases among animals and plants. The text provides for import certificates including Plant Quarantine Service Certificate (PQSC), SPS import clearance and valid licenses to operate and to import for the Agri-Fishery Products Importer. The text further elaborates on the process and needed documents, registration of application, inspection, and sampling of consignments at the port of entry. The Circular stipulates that any food that is not in conformity with applicable food quality or safety standard shall be seized, or refused to enter while the seized smuggled Agricultural Products, shall be disposed. The Circular consists of 13 Articles.
