Administrative Order No.16 Series of 2019 on Establishing the Department-wide Policy Framework for the New DA Vision of "A Food Secure Philippines with Prosperous Farmers and Fishers".

This Order provides for establishment of the Policy Framework and its accompanying guidelines for inclusive agri-industrialisation and the new thinking for agriculture. The Order shall cover all offices, units and agencies under the Department of the Agriculture (“Department”), including all corporations, boards, task forces, councils, banner programs and special projects. The Department adopts the development strategy of “New Thinking for Agriculture” with the aim to bring the agri-fishery sector along a path toward a higher rate of growth and employment through modernisation and industrialisation of agriculture, promotion of exports, enhanced support to farm consolidation, infrastructure development, roadmap development, higher budget and investments for agriculture and legislative support. This Oder consists of 7 Sections.
