Amending DAO No. 2025-36 or the Guidelines for the Processing of Applications for Environmental Compliance Certificate (ECC) and Certificate of Non-coverage (CNC) for Projects on Boracay Island.

This Administrative Order (DENR AO No. 2026-23) amends DAO No. 2025-36 to streamline procedures for Environmental Compliance Certificates (ECC) and Certificates of Non-Coverage (CNC) for projects on Boracay Island, in line with the Ease of Doing Business Act. New national government projects include public infrastructure such as water supply, energy generation and supply, ports, telecommunications, and similar services serving public welfare. It clarifies scope and definitions, expands coverage of national government projects, and strengthens geohazard assessment requirements, including submission of Geohazard Identification Reports (GIRs) and Engineering Geological and Geohazard Assessment Reports (EGGARs).
