Abstract
This Act is enacted as the State aims to enhance the productivity of the agriculture sector while protecting farmers and fisherfolk from exploitative traders and ensuring reasonable prices for consumers. It seeks to prevent smuggling, hoarding, profiteering, and cartel activities, which undermine supply, disrupt price stability, and threaten food security, while also depriving the government of essential tax revenues. To combat these illegal activities, the State will impose strict sanctions as a protective measure to safeguard the economy, support agricultural and fishery livelihoods, and ensure consumer welfare. The text further provides for covered agricultural and fishery products, daily price index, registration, agricultural smuggling, and engaging in cartel as economic sabotage.
