The text provides for composition and qualification of commissioners for the Climate Change Commission; and establishment of the climate change office as the main support unit of the Commission. The Commission is empowered to coordinate and synchronize national climate change programs, develop a comprehensive Framework Strategy on Climate Change, and ensure policy coherence across various governmental agencies. It recommends legislation and strategies, coordinates key adaptation initiatives, and promotes multi-stakeholder participation in climate change mitigation and adaptation. Rule VII provides for constitution of a national panel of technical experts that are in charge of providing technical advice to the Commission in climate science, technologies, and best practices for risk assessment and management. Other rules of the text provides for climate change framework and program; coordination with other sector; people's survival fund and its functions and organisation.
