Abstract
The Climate Change Commission (CCC) resolves to facilitate a national policy review and framework development on energy within six months, emphasizing a low carbon development pathway aligned with national climate change adaptation, mitigation goals, disaster risk reduction, and sustainable development. This involves prioritizing renewable energy, enhancing energy efficiency and conservation, and ensuring clean, affordable, and reliable energy nationwide. The CCC also urges the Department of Environment and Natural Resources (DENR) and the Department of Energy (DOE) to harmonize policies on coal-fired power plants with low carbon goals, incorporate GHG emission measurements and mitigation in Environmental Impact Statements, and calls on the National Economic and Development Authority to integrate low carbon development and climate strategies into all national and local development plans.
