Customs Admininistrative Order No.3 of 2016 (Advance Ruling System for Valuation of Rules Of Origin)

This Administrative Order establishes an Advance Ruling System in the Bureau of Customs for Valuation and Rules of Origin, taking into account the World Trade Organization's Agreement on Trade Facilitation, the revised Kyoto Convention, the ASEAN Trade in Goods Agreement and other trade agreements. The objective is, among others, to provide rulings on the origin and valuation methodology of goods prior to their importation or exportation, in order to add certainty and predictability to international trade; to help ensure uniformity and consistency in the application of customs policies rules and regulations on customs valuation and rules of origin and to increase the level of stakeholders' compliance.
