Abstract
This Circular, consisting of 38 sections divided into 13 Articles, establishes the Guidelines for the Importation of Plants, Planting Materials and Plants Products for Commercial Purposes. This Circular aims to rationalize and enhance the requirements and procedures in the importation of plants, planting materials and plant products for commercial purposes. It covers all importations of plants, planting materials and plant products for commercial purposes into the Philippines. Provided, that for government importations and whenever necessary to address serious economic concerns, SPSIC must be secured in accordance with this Circular.
