Abstract
This Administrative Order, consisting of 13 sections and 1 Annex, establishes the designation of Butuanon River Watershed as a Water Quality Management Area (WQMA) and creating its governing Board. The State pursues economic growth in a consistent manner through protection and preservation of the quality of fresh, brackish and marine waters. Pursuant to this policy, this Order aims at protecting and improving the water quality of Butuanon River Watershed to make it a sustaining resource for the people of the cities of Cebu and Mandaue and municipality of Consolacion, by the following water quality management objectives: a) improving water quality of Butuanon River Watershed and contribute to the enhancement of the cities of Cebu and Mandaue and the municipality of Consolacion, as a source of water for irrigation and other agricultural uses; b) formulating a WQMA programme on water quality management which recognizes that water quality management issues are related and cannot be detached from concerns on water sources, ecological protection, water supply, public health and quality of life; c) mobilizing and encouraging civil society and other sectors, including engaged boards in environment-related activities to organize, educate and motivate the people in addressing pertinent environmental issues and problems in the WQMA; d) promoting inter-LGU and stakeholder collaboration and cooperation through coordinated efforts in protecting quality of water in the Butuanon River Watershed; etc.
