Abstract
This Administrative Order, consisting of 22 sections, establishes the implementing Guidelines for the Operationalization of the National Water Quality Management Fund (NWQMF)under Republic Act No. 9275. This Order shall set forth the procedures to be followed in the establishment and management of the NWQMF. It aims at protecting and preserving the country's fresh, brackish and marine waters, through the following: a. streamlining of the processes and procedures in the prevention, control and abatement of pollution; b. formulating an integrated water quality management framework through proper delegation and effective coordination of functions and activities; c. formulating and enforcing an accountability system for short and long-term adverse environmental impact of a project, program of activity; the NWQMF is made operational as follows: the Department of Budget and Management (DBM) shall designate a Fund Code; once the Fund Code is designated, the Permit Fees collected in all regions and fines imposed by the Pollution Adjudication Board (PAB) for the pollution of water bodies; and the Fund Code shall be provided to the DENR-Environmental Management Bureau Central Office (EMB-CO) and all DENR-EMB Regional Offices (EMBROs) for the remittance of the said collections.
