Abstract
The Implementing Rules and Regulations (IRR) of the Philippine Clean Water Act of 2004 (Republic Act No. 9275), outlines the guidelines and procedures for the protection, management, and sustainable use of the country's water resources. The IRR aims to: protect and preserve water quality; prevent, control, and reduce pollution from land-based sources; promote sustainable management of water resources. It covers all water bodies in the Philippines, including groundwater, coastal, and marine waters, and all land-based activities causing water pollution. The DENR, in coordination with other government agencies and local government units (LGUs), designates Water Quality Management Areas (WQMAs) based on factors such as watershed or river basin boundaries. The IRR specifies allowable levels of pollutants in wastewater discharges to ensure compliance with the water quality guidelines. Permittees are required to conduct regular monitoring of their discharges and submit reports to the DENR. The document encourages the use of cleaner production techniques and practices to minimize waste generation.
The IRR provides a comprehensive framework for managing water quality in the Philippines. It emphasizes multi-sectoral coordination, community involvement, pollution prevention, and sustainable use of water resources, while enforcing stringent regulatory measures and encouraging investment in clean water technologies. The text further provides for Sewerage and Sanitation Management; Public Awareness and Participation; Stakeholder Involvement; Incentives and Financial Mechanisms; Monitoring, Enforcement, and Penalties; and Roles and Responsibilities of Agencies.
