Abstract
This DENR is promulgated pursuant to designating the Department of Environment and Natural Resources as the National Authority for the Clean Development Mechanism (CDM) of the Kyoto Protocol to the United Nations Framework Convention on Climate Change. The Philippines government recognises that participation in the CDM could provide numerous benefits in terms of foreign investment in CDM projects and establishment of ecologically-friendly projects that will contribute to healthier environment, technology transfer and income. For implementation of the national CDM policy, the state have a right to promote sustainable development to protect the climate system against human-induced change. The project activities shall be transparent, participatory, credible, efficient and effective to ensure contribution in reduction of emissions by sources of greenhouse gases. The process should be updated regularly in line with the evolving international guidelines for CDM projects. This DENR consists of 4 Chapters, 18 Sections and 5 Annexes. Chapter I refers to policy, principles, objectives, scope and definitions of terms; Chapter II refers to structure, powers and functions; Chapter III refers to CDM national approval process and Chapter IV is for miscellaneous provisions.
