Abstract
This Administrative Order, consisting of 21 sections, pursuant to Executive Order No. 193, series of 2015, known as Expanding the Coverage of the National Greening Programme (NGP) aims to harmonize all forestry development activities that will encourage and enhance the development of forestry plantations with greater participation from the private sector, local government units, and organized upland communities. The general objective of this Order is to implement the expansion of the coverage of NGP, extend the period of its implementation in accordance with the updated Philippine Master Plan for Climate Resilient Forestry Development and Philippine Devlopment Plan. Specifically, it aims to perform the following activities: a) Accelerate the rehabilitation and reforestation of unproductive, denuded, and degraded areas; b) Sustain rehabilitation and conservation of watershed areas; c) Enhance and encourage equal participation of members from the private sector, local government units, organized upland communities, and other relevant stakeholders in the sustainable management of developed plantations and protection of existing forests; d) Contribute to the development and enhancement of the socio-economic standards of local communities and provide opportunities to develop social enterprises to produce sustainable livelihood and optimize benefit through the implementation of the programme; e) Involve and enhance the participation and investment of the private sector in offsetting their carbon emissions with a view towards enabling them to achieve carbon neutrality, among others; and f) Provide appropriate management arrangements and incentives to participants to ensure sustainability of the programme. Consistent with the updated Philippine Master Plan for Climate-Resilient Forestry Development (PMPCRFD 2016-2028), this Order shall cover all the remaining unproductive, denuded, and degraded forestlands to be managed for production and protection purposes.

This Order hereby repeals DENR Administrative Order No. 2016-20; DENR Administrative Order No. 2017-03, and all other Orders, Circulars, Memoranda, and issuances inconsistent with its provisions.
