Abstract
This Administrative Order establishes uniform national guidelines for the cutting, gathering, collection and removal of trees within residential areas, in line with the policy of promoting a balanced and healthy ecology and sustainable natural resource management. It defines scope and procedures applicable to DENR field offices, including a streamlined process whereby cutting or removal of up to two trees within a residential lot is exempted from permit requirements subject to prior notification, while transport of timber products outside the lot requires appropriate permits. The Order is grounded in existing forestry and administrative laws, assigns implementation responsibilities to DENR units, and provides for standard effectivity, repealing and separability clauses, thereby ensuring consistent administrative control and environmental safeguards in urban forestry management.
