Abstract
This Administrative Order amends Sections 16.1 and 16.3 of DENR Administrative Order No. 2017-15 to strengthen public participation and environmental compliance monitoring under the Philippine Environmental Impact Statement (EIS) System. It expands the requirement for the establishment of Multipartite Monitoring Teams (MMTs) to cover specified Environmentally Critical Projects (ECPs) and designated EIS-based Non-ECP Priority Projects, including mining, energy, petroleum, reclamation, waste management, infrastructure, and certain livestock projects. The Order requires project proponents to establish and operationalize MMTs through an EMB-approved Memorandum of Agreement, supported by an Environmental Monitoring Fund and an Environmental Guarantee Fund, and sets out the composition of MMTs to ensure representation from local government units, civil society, academia, vulnerable and Indigenous communities, and relevant government agencies. The measure aims to enhance transparency, accountability, multi-sectoral participation, and oversight of compliance with Environmental Compliance Certificate conditions and Environmental Management Plan commitments.
