DENR Administrative Order No. 3 of 2017 (Revised Implementing Rules and Regulations Enhancing the National Greening Program)

The Administrative Order revises the implementing rules and regulations of the Executive Order No. 193 of 2015, known as " Expanding the Coverage of the National Greening Program (NGP)". The objectives of this Order are to enhance NGP, extend the period of its implementation and promote social justice. It aims more specifically to accelerate the rehabilitation and reforestation of degraded areas; to enhance participation of the private sector, local governments units, and other stakeholders in the sustainable management of the existing forests; to involve and enhance participation of the private sector to achieve carbon neutrality; to provide opportunities for communities to develop social enterprise to produce sustainable livelihood and optimise benefit; and to provide appropriate management arrangements.
