DENR Administrtaive Order No. 2026-23: Amending DAO No. 2025-36 or the Guidelines for the Processing of Applications for Environmental Compliance Certificate (ecc) and Certificate of Non-Coverage (CNC) for Projects on Boracay Island.

This Administrative Order amends DENR Administrative Order No. 2025-36 to streamline the processing of Environmental Compliance Certificates (ECCs) and Certificates of Non-Coverage (CNCs) for projects on Boracay Island, while maintaining environmental safeguards under the Philippine Environmental Impact Statement (EIS) System. It clarifies the scope of covered government infrastructure projects and introduces revised geohazard assessment requirements, including the submission of Geohazard Identification Reports and Mines and Geosciences Bureau (MGB)-endorsed Engineering Geological and Geohazard Assessment Reports for certain projects, as well as geohazard assessments for existing developments lacking environmental clearances. The Order removes the requirement for an Ecosystems Research and Development Bureau endorsement based on carrying-capacity assessment, but requires proof of submission to the local government demonstrating consistency with Boracay’s environmental carrying-capacity limits.
