Directing the Establishment of the Policy and Administrative Framework for Offshore Wind Development (Executive Order No. 21).

This Order is drafted in light of the provisions of the Renewable Energy (RE) Act of 2008 and the Philippine Energy Plan 2020-2040. Section 2 of the Order provides for formulating and issuing a Policy and Administrative Framework for the efficient and optimal development of the country's offshore wind resources by the Department of Energy (DOE). Such framework shall be made applicable to all Permitting Agencies as are listed in Appendix A.
