Abstract
This Administrative Order establishes a regulatory framework for the development, registration and oversight of voluntary forest carbon credit projects on forest lands, including protected areas and ancestral domains, in line with national environmental policy and international climate commitments. It defines key concepts and project types, sets eligibility requirements for proponents and developers, and prescribes procedures for project design, stakeholder consultation, documentation and approval, leading to registration through DENR review and certification processes. The Order incorporates safeguards for tenure rights, biodiversity and community interests, provides for monitoring, reporting and verification aligned with national systems, and assigns institutional responsibilities, including database management and enforcement, while ensuring transparency, risk management and benefit-sharing arrangements.
