Abstract
This Department Administrative Order establishes a framework for the installation, operation and management of Stationary Watershed Monitoring Instruments across all watersheds in the Philippines, covering Automated Weather Stations, Automated Water Level Stations and groundwater sensors. It sets objectives and technical standards to ensure reliable data collection for watershed management, including siting criteria, engineering specifications, institutional arrangements with local entities, and capacity-building requirements, and mandates the use of a centralized Watershed Ecosystem Management Information System (WEMIS) for data integration and analysis. The Order further defines implementation responsibilities of DENR offices, maintenance and calibration procedures, reporting requirements, data privacy compliance, and funding mechanisms, aimed at ensuring consistent monitoring, data quality, and long-term sustainability of the system.
