Abstract
These Rules and Regulations are enacted to implement the Philippine Clean Water Act (CWA) of 2004.
Rule 3 provides for applicability of the CWA to marine pollution and disposal of effluents on land. In addition to regulating pollution of water bodies, the Department shall formulate and apply standards for the transport and disposal of effluent, sewage and septage offsite, whether offshore or on land as well as disposal of industrial wastewater on land. The guidelines for reuse of wastewater for irrigation purposes or as soil conditioner or fertilizer shall be developed. According to the Rule 13, a wastewater charge system shall be implemented in all areas including non-attainment areas, the Laguna Lake Region and Regional Industrial Centers through the collection of wastewater discharge fees from all sources of wastewater discharges.
The Rules and Regulations further make provisions, inter alia, for: designation and management of water quality management areas; national sewerage and septage management program; national water quality management fund; offences and penalties.
