Abstract
This Act is enacted outlining that the State adopts a whole-of-government approach to enhance climate and disaster risk resilience by creating effective policy frameworks and mobilizing innovative climate financing to address loss and damage. To facilitate access to critical climate finance for sustainable economic growth, the State supports establishing the governing Board of the Fund in the Philippines and acknowledges the need to grant it juridical personality and legal capacity. The text consists of 7 Articles.
