The text provides guidelines with the purpose of setting up a process for formulation and implementation of Water Quality Management Area Action Planning and Local Government Units Compliance Scheme, pollution reduction and control, and protect investment in pollution programs. The text covers issues of water use, water classification, wastewater, discharge, potable water, ecological sanitation, effluent standards and environment management.
