Abstract
This Memorandum Circular establishes the Guidance in the acceptance of Electronic Export Health Certificate during the Enhanced Community Quarantine Period. Pursuant to BAI Memorandum Circular No. 10 s. 2020 which provides the acceptance of electronic Export Health Certificate (HC)/International Veterinary Health Certificate (IVHC/IVC) in lieu of the paper certificate to facilitate the cargo clearance processing during the period of Enhanced Community Quarantine, the following detailed instructions are hereby issued: 1. Electronic Health Certificates (E-HC) may be submitted by the Veterinary Authority of source country by providing online validation link and instruction on how to access the certificate; 2. In the absence of electronic verification system, the authentication of this certificates may be coursed through their Authorized Representative in respective Philippine-based embassy; 3. The submission of original HC by the Veterinary Authority will follow once the courier services has resumed to normal operations; 4. All related communications regarding E-HC shall be coursed through government veterinary office and representative using their official email address to: Florence D. Silvano, DVM, PhD Chief, National Veterinary Quarantine Services baiquarantinephvhc@gmail.com; 5. The acceptance of E-HC in applicable shipments is valid during the period of Enhanced Community Quarantine. Thereafter, procedure will revert to the default processing using paper Health Certificates.
