Abstract
The National Adaptation Plan (NAP) 2023–2050 of the Philippines is a comprehensive, science-based strategy to address the escalating impacts of climate change across the country.The plan identifies key climate-related risks such as sea level rise, extreme temperatures, floods, and tropical cyclones, and their implications on health, biodiversity, agriculture, and infrastructure. It emphasizes the urgent need for adaptive action to protect vulnerable communities and ecosystems, promote sustainable development, and reduce climate-induced losses and damages.
To guide this response, the NAP outlines eight priority sectors: agriculture and food security, water resources, health, ecosystems and biodiversity, cultural heritage and displacement, land use and settlements, livelihoods and industries, and energy, transport, and communications. It also introduces five cross-cutting adaptation strategies: strengthening infrastructure resilience, safeguarding livelihoods, empowering local communities, mainstreaming adaptation governance, and scaling up nature-based solutions. The plan promotes an integrated, inclusive, and participatory approach, grounded in data-driven climate analytics, and aims to align national and local actions to build long-term resilience, attract climate financing, and support sustainable growth.
