Abstract
This Plan of Action is implementing to protect, develop and conserve the country’s fisheries and aquatic resources to achieve food security. This Plan provides for coordination with other stakeholders for law enforcement agencies, good governance, effective management and conservation of the sea, maintenance of network infrastructure and information system, adequate and well-planned guidelines, creation of an system that would handle resource monitoring, management, and analytics, and the empowerment of stakeholders.
This Plan consists of 2 Parts as follow: Review of efforts against illegal, unreported and unregulated fishing (1); National fisheries law enforcement plan (2). In Part 1 reference is made to the Bureau of Fisheries and Aquatic Resources (BFAR) that is the main agency of the national government mandated to manage, conserve, develop, protect and regulate the use and exploitation of all aquatic and fisheries resources. According to Part 2 Fisheries Law Enforcement Plan (2018-2023) provides the operational details necessary to implement the provisions of the Philippine Fisheries Code of 1998, as amended, to ensure sustainable and equitable use of all fisheries and aquatic resources of the country. The Plan is consistent with the Comprehensive National Fisheries Industry Development Plan (CNFIDP) that the Bureau of Fisheries and Aquatic Resources (BFAR) developed for the entire industry.
