Abstract
These amended Omnibus Guidelines are issued by Inter-Agency Task Force for the Management of Emerging Infectious Diseases to harmonize and codify existing guidelines of the IATF and member-agencies pertaining to community quarantine. The amended Omnibus Guidelines shall be applied to all regions, provinces, cities, municipalities and barangays placed under community quarantine.
Enhanced Community Quarantine (ECQ) mentioned in the Guidelines refers to the implementation of temporary measures imposing stringent limitations on movement and transportation of people, strict regulation of operating industries, provision of food and essential services, and heightened presence of uniformed personnel to enforce community quarantine protocols. The Guidelines indicate the establishments, persons, or activities which are allowed to operate, work, or be undertaken for the duration of the enhenced community quarantine, general community quarantine, etc.

These Guidelines shall take effect immediately upon publication in the Official Gazette or any newspaper of general circulation.
