Abstract
This Policy is drafted in light of the United Nations Decade of Family Farming or the UNDFF that runs from 2019-2028 and its overarching goal is to foster the growth of agri-based industries in rural areas and cultivate markets for agricultural products by focusing on mobilizing and empowering partners, and involving all members of farming families, especially women and youth. The text provides for a commitment by the signatories for the whole-of-nation approach and the seven pillars of action of the PAP4FF, which include enhancing productivity, resilience, inclusiveness, and competitiveness of family farmers. The Policy is designed based on three strategic action areas, which are policy and program, people, and partnerships. The Policy aims to achieve the following by 2028: zero hunger and zero poverty among family farmers; improved productivity, competitiveness, and resilience of Filipino family farmers; secured land and resource tenure for family farmers; increased productivity of soil and water resources; food self-sufficiency and adequate nutrition for all; enhanced multifunctional roles of farm families; strengthened family farmer organizations and capacities; promoted gender equity and empowerment of rural women; supported youth and ensured the generational sustainability of family farming.
