Abstract
The Plan calls for deep and fundamental transformations in all sectors–social, economic, institutional, and environmental; and aim to reinvigorate job creation and accelerate poverty reduction toward a prosperous, inclusive, and resilient society. Chapter 1 of the Plan presents the goals for economic and social transformation in health and social trends, economic and geopolitical trends, environmental and technology trends. Chapter 2 provides an assessment on health and social development and outlines strategy framework for promotion of human and social development through improving education, lifelong learning, and establishing communities. Chapter 3 designs for reducing vulnerabilities and protect purchasing power; ensuring food security and proper nutrition. This will be achieved by attaining sufficient and stable supply of agricultural commodities and fish products; expanding access of consumers to affordable, safe and nutritious food; and improving nutrition at all ages. Chapter is also focused on increasing employability and increasing income-earning ability. Chapter 5 outlines strategy framework for enhancement of agricultural production, access to markets, improving agribusiness; value chain and agricultural institutions. It also addresses the modernization of agriculture and agribusiness. More innovation hubs and farm demonstration sites will be established and the Province-led Agriculture and Fisheries Extension System will be strengthened. The blue economy will be developed with the full implementation of the Fisheries Management Act plans.
Chapter 6 addresses the challenges and strategies in industry through domestic market production and supply, moving up the value chain and enhancing inter-sectoral linkage. Chapter 7 is designed for expansion of service market, and promoting creativity and innovation. Chapter 8 address research, development, technology and innovation in the market and in relation to customers. Chapter 9 promote trade and investment by promoting global position of country in export and boosting trade through investment. Chapter 10 provides for regulatory efficiency and promoting competition. Chapter 11 outlines promotion of financial sector and ensuring macroeconomic stability. Chapter 12 address expansion and upgrading infrastructure in water and energy sectors, and social infrastructure and development. Chapter 13 designs for enhancing and ensuring justice administration. Chapter 14 promote good governance and set strategies for improving bureaucratic efficiency. Chapter 15 presents climate actions for disaster risk resilience, enhancement of ecosystem resilience and enabling low carbon economy. Final Chapter discusses the plan implementation, monitoring and evaluation.
