Abstract
The Pollution Adjudication Board (PAB) Resolution No. 1, Series of 2019 delegates authority to the Regional Offices, through their Regional Directors, to determine administrative violations and impose fines for operating without valid discharge or operating permits, discharging pollutants without a permit, failing to appoint Pollution Control Officers, and not submitting required reports on time. Cases will be logged and numbered by the Regional Offices, and a Notice of Violation will be issued, requiring attendance at a Technical Conference. Fines of PHP 19,500 will be imposed for each type of violation. The Regional Offices may issue temporary permits for up to three months, and cases involving additional violations will be referred to the PAB for adjudication. Respondents may file motions for reconsideration or appeals within 15 days of receiving an adverse order.

Entry into force notes
This Resolution shall take effect fifteen (15) calendar days after its completion of publication in a newspaper of general circulation and upon submission of a copy thereof to the Office of the National Administrative Register at the University of the Philippines Law Center.
