Presidential Decree No. 813 amending certain sections of Republic Act No. 4850 of 1966 creating the Laguna Lake Development Authority.

This Presidential Decree amends Republic Act No. 4850 of 1966 creating the Laguna Lake Development Authority (LLDA) in order to remedy the deficiencies and ambiguities in the Act which were found to impede the accomplishment of the objectives defined for the LLDA.
The amendments include: changes to section 1 declaring the national policy of the Act; changes to section 4 by substituting or adding new paragraphs defining functions of the Authority; addition of two new sections 4-A and 4-B on compensation for damages to the Laguna de Bay and annual fees for the use of the lake waters; changes to section 5 by substituting or adding new paragraphs on powers of the Authority; changes to sections 6, 8 and 9 on the capitalization, financing, operating expenses of the Authority; changes to sections 15, 16, 21, 24, 25, 26, 29, 31, 32 defining the internal organization of the Authority and on powers of the Board of Directors and of the general manager; repeal of sections 18, 19, 27, 28, 29, 33, 34, 39; addition of three new sections 34-A, 34-B and 34-C on the supervision of the National Economic Development Authority on the LLDA; addition of a new section 39-A on civil liabilities; addition of a new section 40-A on transitory provisions; and addition of a new definition of Laguna Lake to section 41.
