Abstract
This circular sets updated project thresholds and clarifies requirements for Environmental Compliance Certificate (ECC) applications for water supply projects under Presidential Decree 1586 and its Implementing Rules and Regulations. The circular distinguishes between three service levels for water supply—Level I (point source), Level II (communal faucet), and Level III (waterworks system)—and specifies the corresponding environmental assessment requirements. Projects with significant surface water sources and treatment facilities fall under stricter assessment (EIS), while those with smaller scale or only basic disinfection may submit a simplified Initial Environmental Examination (IEE) online. Water refilling stations, even those using reverse osmosis, are generally outside the EIS system but may opt for Certificates of Non-Coverage (CNC). The text consists of 6 Articles.
