Republic Act No. 11310 institutionalizing the "Pantawid Pamilyang" Filipino Program (4Ps).

This Act, consisting of 27 sections institutionalizes the "Pantawid Pamilyang" Filipino Programme (4Ps). The Congress shall give highest priority to the following sectors: protection and enhance the right of all the people to human dignity, reduce social, economic, and political inequalities, and remove cultural inequities by equitably diffusing wealth and political power for the common good; promotion of social justice, including the commitment to create economic opportunities based on freedom of initiative and self-reliance. The State shall establish programmes aimed at investing on human capital and improve delivery of basic services to the poor, particularly education, health and nutrition, which is an intervention anticipated to break the inter-generational cycle of poverty, through basic services to the poor and early childhood care and development; Promote gender equality and empowerment of women and children's rights; Achieve universal primary education; Reduce child mortality and malnutrition; Improve maternal health; and Ensure healthy lives and promote well-being for all.
This Programme is the national poverty reduction strategy and a human capital investment programme that provides conditional cash transfer to poor households for a maximum period of seven years, to improve the health, nutrition and education aspect of their lives. The National Advisory Council (NAC) may recommend a longer period under exceptional circumstances. Selection of Qualified Household-Beneficiaries. - On a nationwide basis, the Department of Social Welfare and Development (DSWD) shall select qualified household-beneficiaries of the 4Ps using a standardized targeting system. The Eligible Beneficiaries are: Farmers, fisherfolks, homeless families, indigenous peoples, those in the informal settler sector and those in geographically isolated and disadvantaged areas including those in areas without electricity shall be automatically included in the standardized targeting.
