Abstract
The Accelerated and Reformed Right-of-Way (ARROW) Act amends Republic Act No. 10752 to modernize and streamline the acquisition of right-of-way for national infrastructure projects and certain private entities providing public services in the Philippines. It strengthens the constitutional guarantee of just compensation by requiring prompt payment based on a nationally consistent real property valuation system, expands coverage to private entities with delegated eminent domain powers, and harmonizes right-of-way processes with related laws. The Act clarifies modes of acquisition, valuation and payment rules, documentary requirements, tax and fee allocations, and expropriation procedures, while introducing stricter timelines, transparency measures, sanctions for violations, and provisions for resettlement, utility relocation, and advance appropriations. It also accommodates PPP and foreign-assisted projects, mandates inter-agency coordination and public disclosure, and provides transitional and implementing mechanisms to ensure efficient and equitable right-of-way acquisition.
