Abstract
The Act declares as national policy " to maintain reasonable standards of purity for the waters and of this country with their utilisation for domestic, agricultural, industrial and other legitimate purposes".
There is created in the Office of the President of the Philippines, the National Water and Air Pollution Control Commission consisting of government officials and representatives of the private sector who shall be appointed by the President of the Philippines. The Commission shall have the task to encourage voluntary cooperation in the field of water pollution abatement; it shall serve as arbitrator for the determination of reparations involved in the damages and losses resulting from the pollution; it shall devise, consult, participate, cooperate and enter into agreements, particularly with various provincial and municipal governments, for the furtherance of the purpose of this Act. It shall also prepare and develop a comprehensive plan for the abatement of existing pollution and issue standards, rules and regulations to govern city and district engineers in the approval of plans and specifications for sewage works and industrial wastes, etc.

Any Act or parts of Acts inconsistent with the provisions of this Act are hereby repealed, without prejudice to the provisions of Republic Act Numbered Thirteen hundred seventy-eight.
