Abstract
This Implementing Rules and Regulations (IRR) implements Republic Act No. 10937 establishing a Multi-Species Marine Hatchery in Bislig City, Surigao del Sur. It provides for the establishment, supervision, operation, monitoring and transfer of the hatchery from the Department of Agriculture, through the Bureau of Fisheries and Aquatic Resources (BFAR), to the local government unit. The IRR sets out responsibilities for project construction, funding, commissioning and initial operation, mandates training and a phasing-in programme for local personnel, and requires the transfer of management through a memorandum of agreement. It further establishes monitoring and reporting mechanisms, staffing requirements, local funding arrangements, and provisions for continued technical assistance by BFAR following the transfer of operations.
